with all the users paypal has, hard to imagine many separate people wouldn't overlap. Because of this, I don't see it being a major problem in the future

That article makes no mention of PayPal using such tactics, so your statement is very misleading.
I wouldn't worry about this as there's nothing to suggest PayPal are using something like this, nor is anyone getting limited as a result of it.
