I cannot pay via PayPal - "we can't complete your purchase..."
 
Hello!

Since over a month I have problem with PayPal.

Before that I had many PayPal accounts (every of them limited after some time) but error like that never showed up.

What I done:

1. I created new PayPal account from different IP and Virtual Machine.
2. I linked new Credit Card to PayPal and confirmed it.
3. I bought cheap item for $2 and paid successfully via PayPal with that linked Credit Card.
4. I tried to buy $100+ worth item in the same way as 3) and received an information:

"Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay."

4. I tried to buy the same cheap item from 3) and I couldn't for the same reason as 4).

Also I tried firstly buy expensive item but I cannot with the same reason and after that I was also unable to buy cheap item.

When I paying directly from my Credit Card - no problems...

What happens? Somebody know what can I do to pay successfully via PayPal?

You would need to age your account for several months with normal looking buying/selling activity before you can use your PP balance for larger purchases. It's really that simple.

I'm paying directly from my Credit Card linked to PayPal, not from PayPal balance.

Sorry. You said "When I paying directly from my Credit Card - no problems..." so I thought you were using PP balance.

Same principle applies. Your account hasn't been active long enough to build trust so your transactions are being declined.

You just have to wait it out, try once a day, it should be ok after 3 days or so

So how long I have to wait? Three weeks ago I was able to create new PayPal accounts and use them to pay for items for over $1000.

I usually wait a few days or weeks before trying again if I'm not able to get a payment through.

You can't pay with guest checkout?

theirs a a lot of factors as to why the purchase won't go through........

1. age of account
2. transaction history
3. score of the ip address
4. cc and bank attached
5. time of transaction
6. dollar value of transaction


also it depends on the other person on the other side of the transaction.....if their account is relatively new they won't allow you to buy from them.

just curious, how do you measure the score of IP address?

It seems that this issue now is becoming more common, realized it on several fresh stealths. Some of them I bought them also through the forum.

Does anyone guys has any good advise on this? Does calling them worth it?

The solution is usually to let your account age naturally, and to try the transaction again after some time has passed. The fact that you're using "fresh stealths" is probably what is causing your problems.

you have problem with 1 thing and 1 thing only > IP

if you are using data center ip then yes paypal will put your account on soft hold for a long time . it doesn't matter if fresh IP or not . data center IP are bad and you should only use it if you planing on a long run and you have time to wait . other then just get your self a residential ip

While this is absolutely true in most cases, any of these might also apply:

Paypal uses actually Machine Learning to take such decisions and they analyze a lot of information about you, including your social behaviors.

you mean residential ip like luminati? but that does change or is offline when the residential user/proxy logs off.
so where to get them?

Luminati will not work for this purpose.
You need to find Residential fix IPs only used by you.
But I alo see many cases where Data center IPs work just fine.

do you just change to another proxy then?

Yes exactly, that's the reason why Luminati is not way to go for Proxies.

Luminati appears to be a massive botnet. Are people willingly giving them access to their IP's or are people's connections unwittingly being hijacked?

Yeah Luminati in cooperation with HolaVPN is doing some "shady" business.
Hola modified few years their TOS to include a notice that its users are acting as exit nodes for the Luminati service, belonging to the same group than HolaVPN.
