I have gotten those on my 10 year old paypal too.
I never use funds in the account though, I just transfer them to my bank.

I have seen a few, but it does not happen often. I have also seen this appear on an old account. Not sure why

You might have been doing things too quickly on your new paypal...fast sales? How much came in? Selling risky items? Confirmed and verified paypal with bank account? Lot more detail needed to even "guess" at why...

They're phasing this in on all existing and new PP accounts. You can either give them what they want, or attach a bank account, and transfer any funds to your bank after they are released.

Unless you give them what they want you will no longer be able to hold funds in a PP account indefinitely as was normal previously.

I don't think this is correct? PP would be happy if you leave your funds there... but then again, there's no point in leaving a single cent in those accounts anyways.

Seeing this happen more and more in the last few days - including accounts that are over 8-9 years of age.
The message you get is that if you do not wish to confirm your information as per their request you can only withdraw incoming funds to your bank account.
In other words - you CANNOT hold a balance in the paypal account. And if you cannot send payments theres realy no point in holding a balance there anyway. The only option available at that point is to add a bank account and withdraw your funds.
This in essence negates anyone outside the US from using a stealth paypal account.

That is what sent me to this forum. I phoned them and the rep said they are going to require every account to provide all these forms of identification. And that they had been doing this for a while and ramping this up the last 4 months. Whether that is true or how long it will be, I don't know.

Interesting that one person said they had until Oct. 28 because I was told I don't have a date, but at some point I could no longer spend funds from the account.

I don't know what it has to do with holding funds in the account. It sounds to me like you could leave them there forever - and that is what will happen if you can't attach a bank account.

When someone's account hits that point I hope they'll share whether they can refund money that lands there or close the account and reject any that someone tries to send there or not.

Does this only affect U.S. accounts? Maybe stealth accounts will not be US-based anymore and other countries will become more popular?

One person is offering Canadian stealth PP accounts because there they cannot require SIN (their equivalent to SSN).

Is this every country or only U.S.? Anyone know? Any advice?

SSN is just in the US

Other counties do have other requirements though and that differs from country to country

Ok, so any way to transfer funds from stealth accounts to gift cards or prepaid debit card or some other way to spend the money?

Re: Is every paypal like this now??? Confirm your info now

You can use a card to transfer to, but it can be a little unreliable.

I feel that using a Bank account is better and faster.

Sometimes they request for some accounts, it depends by your ip address name vs.. but they allow to add bank without sending your ssn or id so you can get your funds to your bank account

I have that type of account and using about one year but don’t pass $700-800 bucks monthly
