my US PayPal had been limited and over 180days.recently I had to change the mobile number cause the former is no longer active and since then I can't add a bank, withdraw to a card nor request for a check.
can I upload a photo ID and proof of address to confirm my identity? and request for a check to be sent to my address.

Doubtful.
Changing your phone number on paypal means youll be waiting for 4-6 months for them to accept it for verification purposes. Since the account is limited it might not even work then.
Sounds like you might need to call them to see what your options are. Keep your expectations low.
