Even with the 2 small deposits that "please confirm it's you" thing comes up... keeping the phone number that you set up the account with is pretty much a necessity now.

Hello, did someone manage to solve this problem without calling paypal?
I wanted to add a new credit card but I could not pass the phone verification
add a new number but the problem is still there (Sorry we couldn't confirm it's you)
