can i open a paypal account with just simons card and social security card?

meaning do i have to add a bank account in order to be verified or can i just add as simons card and provide ss#.......would that work?

You cannot provide SSN on the go. They will ask it only if they need the feel the need to (ie. you seem to be security risk).

If you have access to a SSN you think you can use than it'd be a piece of cake to open a bank account...you need it to be verified.
