Bottom line is they want a VALID ID.
If they don't accept it, it's obviously phony or they are unable to verify it.
They also know that you are unable to challenge them by legal means to force them to give you the funds. It's a bit hard to bring a crown court case when the account(s) are not in your true name. I'm also sure PayPal has evidence you are using phake docs which they would not disclose, unless forced to. That leads to another open can of worms. The UK is rather strict about it; refer to the forgery act of 1913.
