normal! i have an accounts that already more than 1 year old, just got held fund... for no reason. every fund was held until either the tracking shows as delivered, or buyer leaves a good feedback.

when sold item mark as shipped in ebay then hold funds time in Pajpal is not 21 but about 15 days, You not must real ship and track number fill in, only mark item one mouse click :>
I’ve just fully verified a paypal account with bank account email and phone number etc. What are the requirements to lift the 21 day hold now?
the rule is that you payment will be hold for 21 days for sales and it will take until you will sell for 250usd, it will be 90 days after your first sale and you will have at least 25 sales. However if you have negative activitys as cases, negative feedbacks or similar - holds may stay for longer than 90 days.
