Hi, is it safe to provide lithuanian id to UK PayPal account?

yes. I used a lot of international IDs from countrys which even need a visa to enter UK.

as proof of adress you can use a bankstatement with the UK adress (virtual bank does not work)

Of course, PayPal country and your nationality don't have to match.
