No you certainly do not have 20k usd 'to take'.
I can only imagine the kind of activity youll have on the account but any suspicious activity to ebay and/or paypal will result in the account being limited along with the funds within. Remember that the account will have the 21 days holding period on all incoming payments and that the first few transactions are when you are most likely to run into problems on a new account.
