Default New account, and Paypal ask for Confirm your U.S. taxpayer status

Hello everyone.
I created a new US eBay Stealth account in Dec-2019, just sold some small value items (total nearly 250$ of sold items). But now Paypal ask to Confirm your U.S. taxpayer status. Is it normal for every US account? And is it ok if I fill the form taxpayer status with stealth info?

Yes, it is normal because the tax refund season is on the way.

How do you plan to withdraw or spend the money in your US paypal account?
to withdraw you need a US bank account,to spend or send money you need a valid SSN,DOB,address?

Do I really need SSN to send money in us paypal account? I thought SSN just need for tax when I reach 20k$/year?

to spend or send your money in your Paypal account,you need to open a cash account,to open a cash account,you need to give them your SSN.
Without cash account,your only option will be to transfer to a US bank account.
you can try it now and see what happens

This is something new to me- selling heavy around this time of year (tax refund season) prompts this? Or is this for new accounts? If I use an old account and just sell small, do I run the risk of getting hit with this?

I just sell slow on several accounts, and always withdraw to a US bank. How do I avoid the request for taxpayer info?
