About New Paypal Account

Once a new US paypal account created, does every order in it will be held for 21 days? If I upload the tracking numbers, the release day will be cut to 5 days(which I read that from the forum)? And I can not withdraw with an unverified paypal account?

21 day holds are temporary and never last for the full 21 days with tracking provided for your listings. Your monies are realesed shortly after conformed delivery via tracking.
As for getting your money out of a US PayPal account, you must be verified. A confirmed US bank account is required. VCC'S mean nothing to US PayPal as they cannot be used to withdrawal money.

So I don't need to do paypal VCC, I just to need add a US bank account?
What about US ebay account? DO I need do VCC to it?
