It seems like they will not open anymore phone lines, only chat. Because some of accounts have chat option. And in next two weeks all accounts should have this option.

i recently had a similar scenario where paypal kept extending its dealing every few days, they are simply busy, but eventually they'll get around to it

I actually hope they will open phone lines because on their facebook page there are thousands of replies as comments to paypal posts.
A lot of people are asking for help with their accounts(log in issues and so on - those things can be handled only over phone lines).
There was about 6000 comments to 1 paypal facebook post.
So things are really bad at the moment

By closing phone lines paypal has gotten more work and more nervous customers

I hope 1 day they open their phone lines in the future
