It happened to me on two of my accounts. I clicked and I was denied, no documents asked. Also there was a message that I could make another request again in 30 days if I remember correctly.
After 3 weeks or so PayPal increased the amount that I can withdraw.
I clicked on it and it said if I upload tracking the money will be available like 48 hours after it is delivered? I have took in about $40K on this paypal over the last 3 years. I sell only original designed items and was just taken aback by the money being held. I have a bank acct and a debit card attached. There are a bunch of items that I send 1st class envelope with no tracking any only charge 79 cents shipping. Maybe they thought I was selling digital items.
