Paypal UK hold the money 21 days in new account how Paypal USA or no ?

PayPal hold goods and services payments on all new accounts for 21days. You can ask your customers to mark confirm receipt to get your money earlier

In most cases they will release the funds within one day of tracking showing it was delivered. Also, the buyer can go to their account and open up the transaction and there is a link that says they received the item. If they do this it will get released, so you can ask buyers to help with that if you need, for instance if you didn't provide tracking.

Doesn't matter if its a USA account or not.

What kind of dispute? Not item not received likely but others ones sure...
