Default Pending authorization
Payment says "pending authorization", is paypal holding the payment? or is it the merchant? there is a lot of mixed info when I googled it.

I should add that the charge was for a UPS shipping label, I have had the label emailed to me. I just don't know if I can drop of the parcel before the payment is cleared
