can't get paypal phone verification code

what's wrong with paypal they did not sent the verification code after many tries, this is for creating a personal paypal account with the same inforMations as a business account i had.
my usiness account is not suspended

i don't think it has to do somthing with the phone type i already got verification codes from gmail and fecebook, i think it's just some wrong with paypal
