paypal claim stuck at "under review" for more than 5 days

to summarize, i opened a dispute and escalated to a claim on 08/19/2020, paypal status still "under review" since then and they hadn't asked for any responds from me or the seller yet. Is this normal?

yes, i got scammed and opened a claim but its stuck at under review without request for any information
