locked out of paypal account.
hey guys i really need your help, back in june i bought something for $800 with my paypal account that i never received. after i purchased a buyer from ebay opened a case and my paypal went negative $400 so about 2 weeks ago i was able to login i saw my negative balance and i was able to open the dispute for the $800 because i never got it. two weeks later i get an email regarding the paypal case saying the seller is going to refund but i cant login. So i call paypal and they said they sent my negative $400 balance to the inhouse paypal collections and put my account back to zero balance but locked me out. So my question is this what happens after i get my refund for $800? can i call paypal collections to take the $400 out of my account and to let me log back into my account or is it all game over and paypal will keep the rest of my money forever?
