eBay Suspended & PayPal Limited Forums - Has anyone tried "Xoom" to withdraw money.

Update. I managed to transfer all of my PayPal balance ($2,900 each time) to my family member's bank account via Xoom after being permanently limited for the second time. Phew, What a relief:comp5:

Did PayPal allow to transfer funds from your balance via Xoom even after your account was permanently limited?

I had to provide ID and a bank statement. Without providing this I was able to send ~ 200€ with XOOM.
Money was in a Moneypool first.

Answer to your questions, I tried withdrawing balance from a limited paypal acc and got this error:
