Buyer is a scammer and opened a dispute on Paypal
 

Such a letter came.
This is a virtual item, no tracking number is provided. There is a chance to win the dispute or not, what should I do?

Digital sales are a rough market with lot of chargebacks and claims - if you don't have some sort of proof with tracking or VERY strong record of sales...PP is unlikely to help you in the claim - buyer has more power here, sadly.

Virtual items are like honey for scammers. No way you can win such a case.

You better just refund the guy... you selling digital items can get your account killed anyways.

not making any purchase and not receiving the item are 2 different cases,one is INR and the other is UA.
There is seller protection for UA,all you need to show is that you have shipped by providing a shipping label with tracking number,it does not have to be delivered.
But in your case,you did not ship anything
