is it possible to link US bank to Canadian paypal?

It'll have to match the country usually.

PAYPAL is US based company,you should be able to link US bank account.
It is a courtesy to US expatriates who open their Paypal account in a foreign country.
But you may need them to help you enter the bank RR and account number as the format could be different

Very difficult these days...few years back, you'd have to call and hope for manual add.

There used to be RBC workarounds - might still work.
