Friend got scammed paying via PayPal family friends and not received the service they paid for, can the money be claimed back from PayPal?

File a chargeback with your credit card company.

Can she raise a dispute within PayPal?
Or contact the card company?

The two options are open a unauthorised use on PayPal which is unlikely to work in all honestly the second option will be to speak to the credit card company and they can open a charge back

Yea she can file a chargeback with CC company... she's guaranteed to lose the PP account doing this.

What if op paid f and f payment with pp balance, and not with cc,
Further more cc attached is pre paid,

SaiJin speaks truth - you risk pp account limitation or worse as pp does not appreciate cc chrgebacks - THEY want to be the ones you open a dispute with, not your cc. Since it was friends family, not many options left sadly.

The scammer asked her to send payment via friends family obviously with hindsight now we know why, because it’s difficult getting the money back.
Whst would have been the best way to pay for the service she got scammed out of using PayPal if there was no eBay sale involved? Should she have put in a dummy sale of some kind with a description to cover herself from being scammed?
How would you have paid using PayPal to include covering yourself from being scammed?
I will find out if the funds were already in the ppal account or if a card was used to Quote:

as far as I know,Paypal will just emailed the seller and said a chargeback has been filed,turn over relevent documents and we will forward to buyer CC issuer,if you lose,Paypal will just slap you with $20 chargeback fee.
patpak does not close anyone account just because he cant find satisfaction with Paypal

Let me make this easy for you. Are you willing to risk losing the PP account?

2. Nay. nothing else you can do. Chalk it up as a lesson learned.

The payment was made F&F when it should hsve been goods & services
If she makes a claim Paypal will claim abuse of their system
She can claim through her CC and, as Saijin has stated, she will lose her Paypal account
Paypal have no interest in protecting people who abuse their system and paying F&F cost them their fees
Nowhere to go with this I'm afraid and no guarantee that a CC claim will be successful
