Paypal&ebay question

If I register account on eBay and paypal with the same computer as my old accounts(suspenderad)but under different users, and I have possibility to get different ip.
Can eBay and paypal still recognize me?

Using a different device (new windows user acct) and a new IP solution is a good start.
Plenty more things that need to be done right to avoid getting linked to your old accts though.
Also, dont bother with paypal since theyre out. Managed Payments is in and its all under ebay now.
