Default PayPal Canada- do they now check databases?

I just noticed that each time I try to open a new Canadian account, it gets blocked, after 1 minute of the welcome e-mail , i get an e-mail telling me how they do not want me on their system anymore. I always used ⊗⊗⊗⊗ infos generated with ⊗⊗⊗⊗namegenerator.com

your problem with IP or Phone number . it has nothing to do with name and address

Instant suspension within 1 minute is quite likely an automated detection - feels highly likely due to IP - which one are you using OP?
