how to use bank as funding source

hi , I need your guidance !

I lost access to my bank account ( cant log in anymore ) and I want to cash out . this bank is attached to pp via direct debit mandate.

when sending cash from pp to pp i can either A) use my pp balance or B) use a card . but not bank ?!?
under which circumstances does pp allow to use a bank acc to fund a payment ?
btw ... its a VBA ...
