Can’t create EU PayPal without ID?

Hey everyone. So looks like it’s impossible to create EU PayPal and use it until you reach 1800€ in transactions without providing the ID anymore? I just created PayPal account (new sim/ip, empty device everything super stealth) but just after I created I got this notification:

“Your account access is temporarily limited
We want to confirm that the information in your PayPal account is accurate as we noticed some suspicious activity in your account. To understand this better, we need more information from you. You'll need to provide the requested information to regain full access.“

Then to resolve I have to send the ID to them

I didn’t even send or receive any transactions. Just created it. So looks like we have to provide IDs now right after registration? If so anyone know good ID service to verify EU PayPal?

There’s been lots of threads about this, I even did one myself last week, seems like the bots are detecting something they don’t like. Are you using VPN?

I have a lot of EU paypal account, all of this account paypal ask ID and documents after € 1800. Used Residential IP and new pc for each account

I have been using mobile data for IP's and I'm having no luck as well ��

There are some methods to get access to a Account whitout PayPal asking for ID.
Dont use VPNs, you have to use (residentlial) proxies. IF you want to get good working Accounts 1 IP = 1 Account

Im actually surprised PP allowed to use their services so long before starting to ask ID on sign up.
Created few accounts this week, all asked ID immediately. Uploaded and in about a half a hour account got fixed and ready to use.
Looks like it is normal practice now.

It isnt normal practice but I agree it's an easy limitation to overcome.

Do you know that some parts of old "classic" paypal website is still accessable if you have links? To put it short - we all have this "limitation" like a couple of years already but it used to not drop error immediately but hit you silently and pop up after first payment only. At least for majority EU countries. Also this "limitation" is not realy a limitation - nobody is reviewing your documents at this stage and you can easy bypass this just by uploading average quality doc made on paint and it will be ok as long as machine can identify your name on it. Other story will be once real limitation will hit and a real human will take a look at that art..
