Can I create a new Paypal account?

I Got Exact Same Problem (ebay And Paypal Both Hate Me ...lol). Any Idea Of How To Create New Paypal Account So You Can Transfer Your Money Electronically ??? Can I Just Close My Bank Account (linked To Paypal) And Then Open A New Account With Another Bank And Use The Same Name And Address For The New Paypal Account ? Will They Trace The Address And Name ???

THe address yes, the name probably not. I'm actually working on creating a new Paypal account. All I need now is my new bank account working, and I'm good to go.
