2fa device authentication rejected
 

Whenever I attempt to log into an account using a 2fa device I get the following message:
"We're sorry, we can't log you in. Contact Customer Service for more help, or try logging in again."
This happens for ALL new accounts I create, IP/country/browser/account details does not matter. It happens every single time.

If I on the other hand have added a phone number as a backup device then I can log in using that just fine (2fa auth device is the only problem).

I have accounts from last year to which I can add and authenticate with 2fa without any issues, so it only seems to happen with new accounts.

Surely I can't be the only one experiencing this?

WHat's the 2FA option you selected on these accounts?

2fa app - they supply a QR and you input a code.

Not sure if 2fa is the problem for me (described it here) but I did set it up as well (Google 2fa app)
My message was different though, it said "can't verify it's you" even though I already used 2fa pass

Could this be because the phone number is no longer being available? (10 min disposable) So, like, it'll ask for BOTH 2fa code AND phone number sms ANYWAY? Even though there is 2fa set up

Only newly setup accounts you can’t log in for awhile. PayPal will then ask let’s confirm your identity. The phone number isn’t registered in their system yet. And when you type the number it says sorry can’t use this number. So it’s best to create a PayPal and let it sit for like 1 month if possible. To let that phone number register until you build cookies and history
