Vouch for tracfone. I still got a few accounts with google voice though still operating well.

some of the google voice numbers are blocked in paypal

Most of virtual numbers are detected by PayPal and can't be used to sign up, so you will need a non VoIP number. But it's still possible to add GV later.

GV blacklisted by paypal about 6 months already. paypal hate any VOIP numbers now. if you want use your account without any problem i advice you only real sim cards. GV adds fraud score to your pp account.
