Most of virtual numbers are detected by PayPal and can't be used to sign up, so you will need a non VoIP number. But it's still possible to add GV later.

GV blacklisted by paypal about 6 months already. paypal hate any VOIP numbers now. if you want use your account without any problem i advice you only real sim cards. GV adds fraud score to your pp account.

Buying real sim card is a good option, but for people outside of the US it's easier to rent a real phone number, there is plenty of providers.
