paypal confirm receipt doesn't show up

When you update a transaction shipping status as "order processed" for digital product the customer can confirm this after 48 hours and the money will be released on my side . but it's almost 3 days and 3 of my customers don't see "confirm receipt" button yet

did PayPal change it's policy regarding this ?

no button for me too, i think they change it back to 21 days sadly

doesn't matter what country as i just got a message from PayPal support
"For some cases, the button is not available because the transaction is high risk or didn’t pass internal security checks."

PayPal become more and more strict

New policy change, no longer offer 48 hour confirm receipt. Only way is to ring, explain situation and perhaps a rep may release, I had it done of one of my stealths for a few thousand £ on a transaction.
