doesn't matter what country as i just got a message from PayPal support "For some cases, the button is not available because the transaction is high risk or didn’t pass internal security checks."

if paypal think that this transaction involves high risk they can hold this transaction for 21 days. usually they do this when buyer paid you via stolen card or via stolen bank account. that's why your customers don't see any confirm receipt button)

New policy change, no longer offer 48 hour confirm receipt. Only way is to ring, explain situation and perhaps a rep may release, I had it done of one of my stealths for a few thousand £ on a transaction.
