Need SSN for Paypal Debit card now?

Ok so I go in to apply for the paypal debit card and now their asking for your SSN?!?!? What's this about? Is there anyway around this?

It is just the last 4 numbers they ask for right? I haven't applied in a long time but I think that's what it is. I can't remember where it is, but there is another thread about the debit card and asking for SS#
