is he saying if a newly registered buyer account(less than 3 months old) want to send $300 or more to a newly registered seller account,it gets no buyer protection?
Paypal has another update on using Paypal debit card ,in the past,it will tap you paypal balance first and then your bank account/
Now it will only TAP your Paypal balance,if not enough,TOUGH !

This rule will stay,you can apply for a merchant account and accept credit card direct without going thru Paypal.
merchant account is expensive,depends on his volume,the rate may be lower,but it would not be a flat rate for all cards,some cards with perks with carry a higher rate,chargeback fee is higher too if he loses , there could also be an annual fee to maintain the merchant account,some may require you to link a commercial/business checking account,not personal

Read Paypal AUP policy and list of violation before you use Paypal.
if your Paypal balance turns negative,Paypal will ask you to transfer fund to raise it to zero or positive balance OR if you continue to use Paypal to accept payment,it will be used to offset the negative balance.
Oh,there is also another way for Paypal to recover the deficit,when you use your credit card via Paypal,Paypal can piggyback and charge that deficit amount to your credit card.
