They may have recorded your previous call,if so,call them back and said it was approved

it does not matter , they triggered a review , on a new account it ends in limitation in majority of cases since the very fact of review means the account was flagged for high risk

It is not always high risk,Paypal deems she is violating its AUP policy,she is not supposed to use PAypal to conduct her business.
An Israeli was suspended for using Paypal for selling military related goods.
Marijuana dealers trying to disguise what he sold and accept paypal payment.

You were right; they responded and said that my account has been assessed as high-risk.

Dunno know about violation,but Paypal does not feel comfortable supporting your business.
How does Paypal find out ?
Do you have a website?
Like Ebay,Paypal could have recorded your prior conversation,so point out such and ask them to release your money.
If it were AUP violation,on the date your money is supposed to be relieved,yuu will find a zero balance and the last transaction would say transferred to Paypal .due to AUP

Let’s set this issue aside since we’re discussing PayPal. PayPal is truly a scam. They say, "Messages are available in the Message Center for 90 days from the original send date. If you want a copy of any message prior to that period, please contact us." But they didn’t provide any messages. They’re afraid that if I have those old documents, they’ll lose the argument.

You are trying to argue some minute points that Paypal does not save your message,but the big picture is you are doing something wrong,and when Youtube finds out,these are not your family members and cancel their subscription,they will turn around and file Paypal dispute or worse credit card chargeback .
It is AUP violation and PAYPAL will keep the money to protect itself
if the membership fee is 19.99 for 6 members and you have collected 2800 dollars,how many have signed up and if they all file chargebacks or Paypal disputes,?

Thats between you and your customers,but to paypal ,you violate its AUP .
Is the money still in your Paypal account or has it been transferred to Paypal AUP?

The PAYPAL clerk who told you your business model is fine probably does not know how Youtube subscription works,you cannot expect a clerk to know everything !!
Then when your payments reach a certain level,someone must have looked into what you are doing and decide it is against its AUP.
Murdered by Ebay is right,if you keep the amount to a few hundred dollars,and withdraw the fund,your account may still be active?
if you can still log into your account and the $$ is gone,it should say something like transferred to AUP account.
