IP addresses are used by many other people, not just by yourself. And a big percentage of people in your are have eBay and PayPal accounts. Chances are that there are only a few Internet Service Providers around, so chances are also that these people are eventually assigned the same IP address. That same IP address was probably used by another dozen eBay and PayPal users, if not hundreds, over the past weeks and months.

This may be a dumb question, but is it possible that they got your address from the gift card provider? Maybe you gave your address there?

I used entropay, It would seem a several breach of privacy to turn over my details to paypal, the company is based in Malta so I dont know about there data protection laws over their but if they have any I imagine doing that would breach them.

Paypal agents can do things physically so it would not surprise at all if someone got tossed a series of files to analyze and made their judgement call.

Banks/card providers in Malta have a data protection law, so unless some1 has a paper from interpol requesting your data, they won't give it - and interpol doesnt move, unless u did some major fraud like robbing people of tens of thousands pounds
