Questions about refund: both paypal & ebay
 

I know when a buyer open a Not As Describe case in ebay, if I decided to refund
the buyer, ebay will hold my refund money until the buyer uploads the tracking NO.. So it is pretty safe for both.

The question is that if paypal dispute process of Not As Describe follows the same procedure? Or paypal will give my refund money directly to the buyer regardless whether the buyer will return my item or not?

Thanks, just to clarify if i grant a full refund to buyer, paypal will request a tracking NO.and allow the item arrive before release the money to the buyer. In other words, if the buyer will not upload a tracking ON. she/he will not get money. Is that correct?

Nope, there's no guarantee that paypal will do that or in fact ebay will do that.

Both SHOULD. But there are cases that the seller does not get the item back even with a refund done.

Be careful, very careful. Are you dealing with the buyer to quickly resolve the matter B4 it gets escalated to a claim.
