You can request a check and cash at check cashing store. I dont know about CA but here you can just about deposit a check with any name on it at the ATM. Use a friend or relatives checking account.

Get a netspend card

if you don't have a bank account go to netspend.com and sign up for a relaodable prepaod visa it has an account number and routing, and they will send you visa debit card to access the cash

Yep, they ask for SSN. But worse, sometimes there are problems with paypal & deposits.
netspend is on record as being associated with 'flagging' accounts & getting them limited.

Without prying, are you thinking along the lines of little fuss etc etc ;)

Pa yp al.ca does not do checks =( only bank account.

That being said, you could prob find a card that acts like a bank account for withdrawal.

Will need details from you - why can't you get a bank account?
