You have made three threads on paypal issues?

Are they ALL for the same account

nope they are not, i have many stealth accounts. Im sorry for making a lot of posts but these problems pop up after ive posted the other ones.

@slimjim- I think i kind of agree with it being a glitch i can purchase things priced at $30 easily but not over 100

Re-look at how you make the accounts.

This includes everything.

Not all of these troubles are 'paypal' glitches.

Is the account verified & confirmed?

Bank account attached etc?

paypal will block higher amounts of payments if they do not regard the account as OK....

I simply do not know your methods of creating accounts. Hence I suggesting looking at your methods.
If a VBA got used, it might be a black-listed one.

Not all 'free' phones work.

metabank or accountnow can be problematic on accounts.

How you access paypal might be a flag...

all of these might need consideration

Anything could be flagging the accounts

Maybe it can be with you hitting the sending limit on your paypal account.

Is your phone number verified?

Also, why not call paypal to ask what the issue is?
