Would some kind soul please enlighten me as to why somebody would pay $149.99 on sBay for a Visa debit card?

Well we all know withdrawling to your bank is a crap shoot. Limited maybe. Maybe not. However most dont have problem buying on ebay using paypal funds. If u have enough profit margin in what you sell. U buy and pay the extra cause u are able to get to spend ur new visa anyway u want. No limits. Also if u buy the correct visa prepaid u now got a new vcc. Open new stealth account with it. Just change address on visa before using as vcc. Some u cant use to verify some u can.

Also know another way y but we wont go into that. Hope that info has helped you.
