VPN is basically a proxy, which is against Paypal TOS.

And ebayhateluv, there are ways to successfully use ING with Paypal.

i just opened a paypal yestarday with ing and so far so good i should have the 2 small depoist tommarow

Like I said in the above thread, if your ip isn't changing for ipburger or other ip checking sites, your IP address hasn't changed. Figure out what is going wrong with your VPN or find another way to change your IP address. This probably did it for you.
