"Item refused by recipient" - Returned to me ..who's responsible for shipping fees?
I just had a buyer open a PayPal dispute for "non-receipt" when on the 21st of July, his package was out for delivery and obviously required a signature, he refused it and so it is on its way back to me. I paid nearly $200 in shipping fees for quite a heavy FedEx package and now he wants that money back. Is there any way I'm going to win the PayPal dispute if I can show with the online tracking that he refused it? I'd be happy if I get the shipping fees back.

According to credit card companies, the seller has to eat the cost if the buyer does not sign for it. Unless you can convince paypal to help you out or modee has a trick that works the buyer just made you lose $200, and possibly the buyer planned it from the start.

I had a buyer who told me that he'll refuse the item because it wasn't received by a specific date. So I called PayPal and asked them what is going to happen if he opens an item not received dispute. I asked what to expect.
PayPal told me if I provide them with the tracking number than I don't have to give back the shipping fee because buyer had the opportunity to accept the package since it was already there. If he refused it, that is his own problem.
I'll try that. The funny thing is, today I received an email from eBay about the seller and found out that he got suspended. I also got an email from PayPal saying the transaction is under review for possible fraud.
