I sent the dress next day or two with flat rate envelope to Austria (I did not know it is a non track country). On 10/10/13, she filed with Paypal said it is not delivered. I upload tracking to Paypal, but it only show up to leave US. Then on 10/14/13, Paypal judge to refund buyer. When I called them, they said once I have delivery confirmation, I can always call Paypal.
I send buyer 5 emails to follow up on 10/23,10/24,10/28,10/29,10/30 to check if she got the item. But she never respond.
I wrote to Austria postal office and was told it is signed by her husband on 10/17/13. I provided email to Paypal. Paypal did not change decision. I was very surprised and called Paypal. Paypal employee does not even know why and they he said asked Austria postal office to put tracking number in their response. I did so and faxed to Paypal. Now Paypal again said email can not be used as evidence. I will need to have Austria postal office to issue an official letter.
I told Paypal that if you don't trust my email then you should contact Austria postal office directly to confirm the truth.
At this point, I would like to get suggestions to let me know what I should do. I have send request to Austria Postal Office to see if they can help to write such a letter. Anybody know what is the official name for this kind of letter?
But I don't know what else I can do.
Any suggestion will be really appreciated.
Forgot to mention that both Paypal and ebay account got limited and suspended.
This is a $270 transaction.
