I had this same message last night we can not send payment, on a new paypal account , I just got $168 released
But I just went back to the home screen and than send money again and the second time worked I just needed to add a captcha

Im getting same error but with newly created PP account. What I mean is whoever is trying to send money to new PP acc is getting this error 'We're sorry, but we can't send your payment right now' New PP acc isn't verified, can that be a reason?

I have tried all the methods recommend on the internet to overcome like :
* Sending from phone (both Iphone and android device used)
* Getting other account to send Invoice
* Logging out and waiting 48 hours (in fact I've waited 4 days)
* Removing CC and re-adding CC
The account is fully verified and very old. In fact it ages back to 2007...
It has no bank account though and I have not tried contacting paypal.
I would cal paypal but I've forgotten the date of birth which I had put down for the account. That and the account is under a women..I am a man..lol
Does anyone know anyway I can overcome this? | Add bank to your paypal and verify it, good luck

Same problem
I have verified Swiss PP with money and I want to move monet to my verified Poland PP
But I can not do it in any way: send money to friends and invoice give me same answer
"We are sorry but we can not send your payment wright now"

The ip address is the issue. Update security questions and reset password that helps. If it doesnt change ip address...the paypal app changes nothing i find that it doesnt help whatsoever.

Just curious why adding a bank account - and if not your own then just a VBA bought here on the forums for a few dollars - is such an issue...
Get a VBA to verify the account and secure the account and make it that much safer to work with. Worth the price of a few dollars if you ask me.

In many cases that makes no difference as that was not the problem to begin with.

It has to do with the IP address not matching the actual address on the account.

ya the issue is we only have a few banks. it's not like we can just open new bank accounts just for paypal. Their needs to be a way around this issue. Quote:

I live in Brazil and I have a lot of BR accounts and they all work fine. When I create US accounts they work fine as well no matter the IP, if it is verified or not, money goes through. Once I access the account with an IP I did not create the account with or with stealth accounts I get this annoying message. I know it is not related to clean IP, not related to verified account, not related to password change, not related to different IP from the address location, not related to account being new or old, not related to history, not related to browser, not related to cache and not related to VPN. I use clean Residential IP to access the accounts. Once I created an account and used the same IP for some days, never had a problem. Once I changed the IP to a new one, the account stopped working and this message appeared. When I buy stealth accounts (12 years old with history) it also happens. When it does not, it asks for phone verification which I do not have because it has to be a real phone number, not those VoIP crap. So, my question is what is the problem? I read somewhere someone has two methods of fixing this by 99.99% of the time, but the publisher did not say how. Anyone had this experience and fixed it? Please, advise. I have some accounts verified and restored after documentation proof and with balance. I will pay some of it to anyone helping me fix this problem. PM me. Thank you!

few rules:
wait 24-72 h and should work if not problems with rdp, ip, VPN. I'm sure 100%
