| Tag123 | 07-28-2014 11:30 AM | Payment Under Review - again.... In the past three weeks I have received three separate payments from the same customer. Rather high amounts >$5k. I have been processing payments from this same customer for at least a year or so with no issues. Two out of the three have gone under PayPal's Payment Review process. The first one was given the "OK" after 24 hours. The second one was not reviewed. Now, I just received the third one this morning and it was put under review. Is this something I should be concerned about? I don't know what was "reviewed" on first payment, they never said. Is this an automated process? Very frustrating, as this is a legit account. I am tempted to call them but don't want to rock the boat.

Its an automatic process. Especially with the new paypal system.
If you have made it before you may be ok again. When/if there are issues, then you can give them a ring.

It is a protective reaction from paypal.
Their system is looking at a pattern of behavior, ie, transactions between same accounts.
One factor going to be involved is the amount. You mentioned $5000 approx for each transaction. Obligations for paypal within US banking regualtions mean flags like this.

But any processor would have the same MO.
I myself have had these reviews on a paypal account handling a high volume of funds.
If the majority of your sales are on ebay, keep in mind that buyers are brainwashed and sales may be lower.

I tried a stealth PayPal account (actually paid for one about a year ago) but I was really confused about the IP and MAC address stuff. I never ended up using it. I wonder if it is still active. |

Qu I ckest way to get it removed is have the buyer call paypal or wait but waiting can be risky because if paypal does not get an answer they can rarely limit the account or reverse the payment |

He is most definitely verified, AND when he looks at his profile it says that his address is confirmed too. Problem is that the address shows up unconfirmed when you look at the transaction details. Really strange. |

PP will do this at random and most of the time it'll clear within a day or 2.
It;s really nothing to worry about because it's not on you, rather on them.
So be patient about it. If it got reversed, at least you didn't get in trouble nor scammed. |

It really must be random as this amount is less than some that have cleared without review. I wish there was a way to stop this as I know the buyer and I know that the payments are legit. Just hate to call PP as I don't want them snooping around my account. I've asked this before, under Profile, and then My Selling Tools, there is Managing Risk and Fraud. Here is what it says: Managing risk and fraud - Create and edit controls that let me automatically accept or decline certain types of payments.
Here's what you have to agree to: 1. Eligibility.
Only eligible merchants, as determined by PayPal, may use Risk Controls. If you are eligible for Risk Controls, PayPal will pass transactions to you as outlined below. These transactions may have a higher likelihood of risk. It is your responsibility to adjust the Risk Controls to determine whether you want to accept or decline such transactions. You may adjust the Risk Controls on the Risk Controls Overview Page on the PayPal website. If you would like to remove your ability to access Risk Controls, please contact your account manager.
2. Controls.
You may adjust your Risk Controls to accept payments that otherwise would have been declined by PayPal, including but not limited to:
(A) Direct Payments and Virtual Terminal payments are unable to verify the cardholder's address through the Address Verification Services. This is also referred to as AVS No Match.
(B) Direct Payments and Virtual Terminal payments that do not include a card security code. This is also referred to as Card Security Code Not Submitted.
(C) All payment types that failed PayPal's proprietary risk models.
Additionally, you may adjust your Risk Controls to decline payments that otherwise would have been accepted by PayPal, including but not limited to:
(D) Direct Payments and Virtual Terminal payments where the address entered by the cardholder only partially matches the information stored by the issuing bank.
(E) Direct Payments and Virtual Terminal payments where the Address Verification Service is unsupported or unavailable at the time the payment is processed.
3. Liability.
You understand that by using the Risk Controls to accept payments that otherwise would have been declined by PayPal your fraud loss rates may increase. In addition, you understand that you are solely liable for all transactions that you receive through PayPal.
4. Termination.
PayPal may terminate your use of Risk Controls for any reasons at PayPal's sole discretion.
