I didn't say a withdrawal is pending for 21 days I said the funds are held for up to 21 days. Please read carefully

When I first started my current paypal account 72 hours was how long it took to change from pending to Completed - standard for new accounts.
But after a while this changed to the standard 2 hours.

The annoying thing is that a transfer I did 12 hours before that arrived within the usual 2 hour time.

What's going on ? What's changed?

Good news guys. Literally at the 72 hour mark the withdraw went from 'Pending' to 'Completed.

I anticipate I'll have the funds tomorrow morning, but will confirm here either way. Seems like maybe just PayPal wanted to do some extra checking. :)

Curiouser and curiouser.
The late payment that I transferred from paypal 36 hours ago is still not in my bank account. The payment I transferred earlier this evening has already arrived.
Never had this happen before.

In the early days of this paypal account when transfers took 72 hours it always said Pending until the 3rd day and as soon as it changed to Completed it was in the account in 2 hours.
But this late payment has said Completed for the full 36 hours so I'm confused as to what has happened to it

Just an update guys: I received my withdrawal to my bank account this morning, so appears everything went fine. Also initiated another transfer this morning, and will let you know if it updates to 'Completed' later!

Great. Anyway, withdrawals are now marked as pending for up to 72 hours. So that's okay.

My UK transfer that was marked as Completed finally arrived today. Over 48 hours after I started it and 24 hours after 2 later transfers had already arrived.

Here in the UK at least payments from established paypal accounts say Completed immediately with transfers to mainstream banks being instantaneous and others arriving within 2 hours but as per Paypal T&C's they reserve the right to delay transfers for whatever reason they like.

The 21 day hold on actually having the funds available to withdraw usually only happens if the attached Ebay account is also new. If the ebay account is established the 21 day hold does not happen although I suspect Paypal may randomly do so just because they can.
That's in the UK.

Not really. This thing occasionally happens to all of my accounts no matter how old they are.

It seems that withdrawals are marked as pending for 72 hours when the amount is higher than any amount that was previously withdrawn from the account. I am not sure though, still watching.

My statement that the 72 hours thing is for new accounts is an accurate generalisation.
It is what happens to new accounts.

But all accounts can be subject to additional checks at random.
I had a transfer of £52 delayed the other day but in previous days I've had payments of over £60 and over £90 go through with no problem.

I suggest the checks are as stated by paypal - random and not dependent on any value - although any drastic changes in what you receive or transfer can also be a red alert for paypal
