It seems that PayPal suggests otherwise. Quote:

| Oh wait, now you /need/ a premier account to accept PayPal on eBay? I thought you could display the paypal symbol on your ebay listings with a personal account, just that you couldn't accept credit cards, but I guess you need a premier account now. Needs more research.

| So I guess ebay requires PayPal premiere or Paypal Business to offer paypal as a payment option, now. Makes sense, since they want the additional 3% transaction fees on everything selling on ebay. Well, that makes the original question all the more relevant - what does paypal premiere require?
