I am told that if you have an account with ING (Voya) in your home country, they will open a US account for you. But I do not know the details and I have NOT confirmed this.
There ARE still ways to get a US Bank account, but is difficult. Contrary to popular opinion, there is NO federal law that says you must be a US citizen to have a US bank account. After 9/11 the "Patriot Act" was passed which says that banks must "know their customers". Of course, the easiest way to comply is by obtaining the customer's SSN, so most banks do that. And many don't want to deal with international customers - it is a small market segment, so it is not a priority for them.
The result is, in most cases, the banks want to see you in one of their branches before allowing you to open an account. But there are some that might. Wells Fargo, HSBC and ING (Voya) keep coming up. So check with them to see if they will do it and what their requirements are.
