What is the highest amount of money I can transfer to my main paypal without raising any red flags.

No definite answer to your question.
There are factors that would influence this transaction such as the age of the accounts, how often you plan on doing this etc.
I can tell you this much - do this too often and both accounts will get shut down. if this is how you plan to cashout your paypal account I would advise against it.
Why not just use a US based bank account? if you live in Canada its a simple enough matter to get one (or a few).

To be honest, none.

If any of your secondary accounts get limited or raise any suspicion, a manual review can easily get your main Paypal account limited as well.
